TRUE or FALSE: Kid Gavilan is underrated in P4P rankings?

kid gavilan and kid azteca were both underrated boxers..kid azteca beat the crap out of ceferino garcia and koed fritzie zivic,two guys that beat henry armstrong..from what my grandfather told me is that many americans dodged kid azteca cuz it was high risk low reward..and there are lots of foreign fighters that are underrated simply cuz they are not american..obviously americans are biased when it comes to rating the all time greats..these ******* got JCChavez rated at 32 in the all time greats even thou chavez accomplished more then most that are rated in the top 10...if chavez were american he wouldve been rated up there in the top 10
