Why are so many kids at walmart over 3 and still in diapers?

I was at walmart today and saw 20 4 year olds, 10 5 year olds, and 45 3 year olds waddling around the store diapered. None of them had an observable medical problem and it is statistically unlikely that all of them would have a medical problem.
