Have the frequency of extreme rainfall events increased in recent years?

Sometimes things happen n cycles. Some of these cycles are longer than what we currently use as the standard 30 year mean. I think if we continue to add more data into the database, we should also use a 60 year climate normals because a 30 year cycle, in my opinion is too short to capture some of the natural cycles that are at least 60 years in length.
