DSL internet only works while making outgoing calls on home phone?

My DSL internet has been down nearly every hour. It comes back up when I make outgoing calls. I have done this about 17 times so it is statistically improbable that it is a coincidence. I am currently on the phone with my cell phone. Is there any reason this could be happening?
