In most incarnation of xmen, why is ice man always portrayed as the kid ?

I don't believe he's ever had the best writers telling his story . To be honest he should be one of the most powerful heroes in the Marvel universe . He can freeze moisture ! Do you realize how much water there is in our world ? Anything with water in it is his to freeze !
